Monthly Bulletin

 

April 2024 

This semi-regular update from the GIA Secretariat is intended to provide a general overview of the key matters considered by GIA governance bodies in the preceding month. It is not intended to communicate formal decisions by any of the parties, nor everything that happens within GIA. Traceability OA Governance Group: 10 April 2024

  • Participating GIA partners met on 10 April to advance development of an OA to manage a pan-GIA approach to Traceability. 
  • The meeting agreed in principle OA purpose, outcomes and services statements, and the definition of traceability in the context of the OA.
  • Time was spent looking at the benefits that accrue from a traceability programme. Simply put, more efficient response and lower cost. Leading to this, more granular benefits include:
    • Harmonisation of data formats, consistent data model across sectors avoiding the need to stitch together disparate sources,
    • Potential to identify priority pathways
    • A single source of truth
    • Building an understanding of risk points, clusters and pathways
    • Identification of gaps and unknowns
    • Turning anecdotal understandings into hard data.
  • Parties discussed the approach to beneficiary identification in OAs and while some options were identified, the outcome will require finalisation of the services to be provided as there will likely be some differentiation in service uptake and usage between the Crown and amongst industry sectors, or potentially beyond the GIA partnership.
  • The Secretariat has received three expressions of interest from potential service providers, and these are currently being assessed against our needs and criteria.
  • Parties will meet several times in the next few weeks:
    • To progress selection of a preferred service provider
    • To review the evaluation of Onside prior to the trial concluding on 30 June 2024 (Secretariat note – subsequent to this meeting we expect the trial period to be extended).
    • To further advance OA discussions.
       

Xylella Action Group: 17 April 2024

  • XAG met on 17 April to review first drafts of project briefs for the 24/25 year.
  • These encompass:
    • Growing awareness of Xylella among growers and supplying nurseries
    • Testing detection scenarios to inform future readiness planning
    • Developing nursery surveillance measures and undertake a gap analysis comparing nursery mitigations in California and New Zealand
    • Developing a response OA.
  • An indicative budget of $100,000 for the above and other XAG work through 24/24 was agreed.
  • Industry valuations and potential intra-industry cost shares for Xylella readiness activities through the 23/24 year were approved.
  • A working group was established to draft a conceptual approach on how to manage the threat Xylella poses to native, amenity and ornamental plants hosts.
  • The group next meets in early May to advance work on its Response OA, with regular XAG meetings scheduled for June and September.
     

Bee Sector Diseases and GIA: 23 April 2024

  • A workshop was held on 23 April 2024 to consider, with a GIA lens, how decision making and funding will work in a bee sector biosecurity response in NZ. A wide range of participants attended, representing GIA Partners, the apiculture sector, Plant Health Australia, B3 and Biosecurity NZ’s response team.
  • The workshop considered, in GIA terms, which sectors are the beneficiaries of a bee sector response; whether a bee sector response would fall under GIA, and what involvement do current GIA partners expect to have in a response?  Considerations extended to whether the GIA model needed to be adapted for the unique circumstances of a bee sector response.
     

GIA Operations Limited (GOL) Board: 24 April 2024

  • The status of the Crown Indemnity renewal process, and the importance of this being resolved expeditiously.
  • The outcome of the recent DGG meeting, and the resulting actions.
  • Proposals (ex-DGG) to review the Secretariat cost share methodology, including reverting to First Point of Sale (FPOS) methodology, and a proposal to increase club share and have it indexed to inflation.
  • Possible changes to the GIA accountability operational rule.
  • Engagement with Māori – updated options and preparation for a workshop on 21 May 2024.
